You are most likely asked to contact KBC bank to open a bank account with them while you are still in Cambodia. There are several KBC bank branches around Hasselt, but I recommend the one in the center of Hasselt (https://goo.gl/maps/MZSb9dMuRN4gaGwi7). It might take around a week to get your Belgian bank account and the ATM/Credit card. Therefore, it is good and safe for you if you have around €100-€150 in cash with you.
